Jammu and Kashmir DGP Dilbag Singh, while addressing a press conference, expressed, "We are very close to normalcy. If you take the entire region into account, all 10 districts of Jammu have become entirely normal, all school, colleges, and offices are open. Leh and Kargil are also normal, there is no restriction of any kind there". Singh further said that more than 90% areas are free of restrictions and 100% telephone exchanges are working now. ISRO will fix moon lander problem: Nobel laureate Serge Haroche

Nobel laureate Serge Haroche, while attending the Nobel Prize Series India 2019 event in Mohani, near Punjab's Chandigarh, expressed, "I don't know what happened with this (moon lander Vikram) but they will certainly try to solve the problem". Haroche further explained, "Science is something where you are going in the unknown. You have surprises, sometimes good surprises and sometimes you have bad surprises and failures". He added that the best investment a country can make is investing in young minds. “India needs to make sure that a large fraction of them should come back to India because we need these people here", Haroche included. Maharashtra: State Government directed to have ‘plastic-free’ days to pushup Central Government's "Swachhta hi Seva" plan

The Maharashtra state government directed the urban local bodies to mark at least one day of every month as ‘Plastic-Free’ day in every city. For this, the government is looking for help from religious and public leaders to discourage people from using plastics. The aim behind this government move is to push up the "Swachhata hi Seva" — a programme launched last year by the Union government. Recently a Government Resolution (GR) is also issued directing all urban local bodies to implement the programme rigorously from September 11 to October 27, with special attention on tackling plastic waste in their respective jurisdictions. Jharkhand: Class 4 student raped by two class teachers including vice-principal

In Jharkhand's Dhanbad district, a class 4 student (9-year-old) of the Topchanchhi-based school has been allegedly raped by two school teachers including the vice-principal in the sickroom of the school. As per a senior police officer, the matter is serious and the police are investigating the case, action will be taken based on the medical test report. According to the FIR, the incident took place when the girl was in the sickroom, where the nurse gave her medicine, and she lost consciousness. The officer added that FIR has been registered against two teachers, including the vice-principal, and school sickroom nurse, under various sections of the IPC and POCSO Act.
