Twitter user asks, why can't Indian govt take quick action against terrorists & rapists?

Former R&AW Officer, NK Sood posted a video of the recent open terrorist encounter on the London bridge in which the cops did not wait for any court ruling or any dead-end debate to take actions against a proven accused who would most certainly be a threat to the country’s citizens. He rightfully quoted ‘Justice delayed is justice denied’ and asked why can't our system take prompt actions against brutal rape cases that have been plaguing the country. This has come after a brutal rape case was reported where a girl was raped, killed and burned by the rapists among many other inhuman rape cases that surround the country.
